【China's economy forecast to overtake US in 2028】　⇒中国経済、2028年にアメリカを追い越すと予測さるる。
※↑の、forecastは過去分詞（形容詞）で、　「～と予測されている状態」という意です

China's economy is forecast to overtake US in 2028.のis（be動詞）を省略しています見出しではこのような「be動詞の省略」は多いです。
A British think tank says China will overtake the United States ある英国のシンクタンクによると＜中国は、アメリカを追い越して、
to become the world's largest economy in 2028, 
世界最大の経済国になるであろう、2028年に＞との事
five years earlier than previously estimated.
これは、以前算定されていた時期よりも5年早い、
※つまり、以前は、2033年に、と予測されていたのですね
